  The Finance Department maintains all financial accounting systems and records including cash receipts, receivables, payables, payroll, risk management, purchasing, and data processing. The Department is also responsible for developing and monitoring a system of internal controls.

A major portion of the Department’s time is dedicated to banking and investment activities, debt service review and analysis, preparation of reports and work papers for the annual audit, pension plan administration and assisting the City Administrator in preparation of the Annual Budget. The Finance Department provides financial management and accounting services for all departments, divisions, funds, and utilities by reading meters, turn-ons, turn-offs, billings, collection of past due accounts, and account transfers.
