Recall petition to start Sept. 17 ... Some questions had been raised about the Grand Island Public Library being the primary signing site for petitions. City Attorney Bob Sivick said Neal Erickson, deputy secretary of state for elections, called him to inform the city that public buildings are often not used as petition-signing sites. That's because, once one petition process is allowed, all petitions must be accepted. Sivick said he was not concerned about the library's policy to allow political activity outside the building in a designated area. As long as library staff are not involved with the petition and the petitioners do not impede traffic into and out of the library, there's no problem, he said. U.S. District Judge Richard Kopf said as much in June 2006, when he ruled that petition circulators can gather "on streets, sidewalks and exterior courtyards, parks and walkways that carry public pedestrian traffic."
