The City is required to comply, and ensures the compliance of each third-party contractor at any tier and each sub-recipient at any tier under the project, with the provisions of 49 U.S.C. § 5332. These provisions prohibit discrimination on the basis of race, color, religion, national origin, sex, disability or age and prohibit discrimination in employment or business opportunity. The City ensures this compliance through a "Title VI Plan" and providing a form for citizens to use. The City has also created and abides by a Disadvantaged Business Plan or "DBE Plan."
