South Locust Street Improvements- Fonner Park Road to 2nd Street; Project No. 2021-P-6
This project is for the improvement of South Locust Street from the intersection of Fonner Park Road to Charles Street, with the potential for some improvements on Walnut Street north to 2nd Street. The proposal is to replace the existing asphalt street with a concrete curb and gutter roadway section along with associated sidewalk, traffic control, drainage and all other improvements needed to complete the project. Roadway alignment issues at intersections will be remedied to provide for lanes that align through intersections. Drainage will also be improved as the current roadway drainage has been reduced over the years with multiple asphalt overlay projects.
On October 12, 2021, via Resolution No. 2021-276, City Council approved an agreement with Olsson, Inc. of Grand Island, Nebraska in the amount of $300,000.00 to provide professional engineering consulting services related to such project.
On January 23, 2024, via Resolution No. 2024-18, City Council approved Amendment No. 1, in the amount of $1,081,500.00, to the original agreement to include project coordination, geotechnical exploration, final design, right-of-way acquisition, public involvement and bid phase services.
On May 27, 2025, via Resolution No. 2025-166, City Council approved Amendment No. 2, in the amount of $1,041,000.00, to the original agreement to include construction phase services, storm water inspections, private utility coordination, and construction close out.
On February 11, 2025, via Resolution No. 2025-45, City Council approved the bid award to Elsbury Construction, LLC in the amount of $9,044,222.01 for the construction of such project.
On August 5, 2025, via Resolution No. 2025-249, City Council approved Change Order No. 1, in the amount of $384,975.00 to the original contract to address several items, the majority of which consist of the existing water main conditions at the Locust Street and Fonner Park Road intersection.
