13th Street Sanitary Sewer Main Extension; Project No. 2025-S-6
This project is to extend the existing 12” gravity sanitary sewer main 10,000 feet west along 13th Street to approximately ¼ mile east of 60th Road and will also construct a sanitary sewer liner system to multiple manholes downstream of a proposed force main system to prevent corrosion and protect existing infrastructure. The proposed public gravity sanitary sewer system will end at the city’s two-mile jurisdiction. A proposed force main system will outlet to the above public gravity system and will be constructed with private funds to serve the redevelopment area at CAAAP. This could be built by private entities or through creation of a Sanitary Improvement District, similar to the one near the I80 and US Highway 281 exit ramps.
During the 2024 Legislature Session LB600 the Municipality Infrastructure Aid Act was approved and signed into law. As a result of this act the City of Grand Island was able to apply for grant funds from the State of Nebraska to extend municipal infrastructure including sanitary sewer towards the Cornhusker Army Ammunition Plant (CAAAP). Hornady Manufacturing, Inc. partnered with the City to evaluate the feasibility of the sanitary sewer extension in anticipation of a grant application.
On October 22, 2024, via Resolution No. 2024-280, City Council approved a redevelopment plan relative to the extension and construction of sanitary sewer and water infrastructure and other utilities and improvements for CRA Areas No. 20, 22 and 25, at the CAAAP site in Hall County.
Also on October 22, 2024, via Resolution No. 2024-283, City Council approved the application for grant funds and to provide the local matching funds. The scope of the project was estimated at a cost of $2,235,041.40, with the grant structured to be a 25% local fund match of the grant request. The grant request was for $1,788,033.12, leaving the local match at $447,008.28 and being funded by Hornady, as demonstrated by their attached Letter of Commitment.
On April 8, 2025, via Resolution No. 2025-120, City Council approved entering into a contract with Hornady Manufacturing regarding the Municipal Infrastructure Grant.
On June 10. 2025, via Resolution No. 2025-187, City Council approved the agreement with Olsson, Inc. of Grand Island, Nebraska for engineering consulting services in the amount of $191,835.00.
