Sanitary Sewer District No. 546; Portion of Roush and Coble Subdivisions
Sanitary Sewer District 546 was created by the City Council on May 27, 2025, via Ordinance No. 10018. Legal notice of the creation of the District was published in the Grand Island Independent on June 3, 2025, with notification being mailed to all involved property owners.
In March of 2024, the Engineering Division of the Public Works Department received a question about the potential to create a Sanitary Sewer District to serve the south side of Stolley Park Road between Bellwood Drive and the entrance to Fonner Park, as shown on the attached sketch. At that time, PW developed several options and costs associated with each option. The most cost effective plan at that time was to serve the area from the back (south) side of the properties. The individual that made the request shared this information with neighbors in the area. At that time, there wasn’t enough interest to carry out an actual district creation through council.
With the Public Works Department currently working on the design for the reconstruction of Stolley Park Road from Locust to Stuhr, it was decided to reach out to this area to see if there was any interest at this time to reinvestigate the potential sewer district. Due to the road being torn out to complete the reconstruction, the option of installing the sewer main for the district on the north side of the properties in the Stolley Park Road ROW became more feasible as the district would not have to bear the cost of roadway reconstruction. As such, this concept was further developed and the cost estimate was updated to 2025 prices.
On April 17, 2025, PW Engineering Staff hosted an open house for property owners in this area to communicate information such as timeline, cost, and process about this potential project and how it changed from March of 2024 as previously communicated to them. Seven (7) property owners attended and several others that were unable to make it called staff and asked questions. PW staff noted that if any of the owners wanted to pursue the district at this time, they could sign the district request form. It was also noted that just because the request form was signed, there will still be formal council action to create the district and they would have a formal protest period before anything would proceed. Currently there are 14 properties along in this area that would be served by the district. At the time of this memo, seven (7) of the properties have expressed interest. Also, there is one property that can not protest due to a Public Sewer Connection Permit (Instr. No 0200201436) that was signed prior, totaling eight (8) properties.
The boundary for the proposed Sanitary Sewer District No. 546; Roush & Coble Subdivision was selected in order to serve an area previously unserved that is located south of Stolley Park Road, east of Bellwood Drive. The proposed district boundary would eliminate approximately eleven (11) septic tanks and provide sanitary sewer service to fourteen (14) lots. There is one interested property owner that is investigating potential replating a lot such that fifteen (15) lots would require sewer service, thus lowering the projected per lot cost shown below.
The district completed the 30-day protest period at 5:00 p.m., Thursday, July 3, 2025. There were three (3) protests filed against this District by affected property owners. These owners represent 21.43% of the total District.
The Public Works Department recommends that the assessments for the district be spread equally across the lots in the district with a ten (10) year repayment schedule. Project cost is estimated to cost $292,000.00 - $347,000.00, with a per lot assessment between $22,000.00 - $25,000.00.
On July 22, 205, via Resolution No. 2025-230, City Council approved the continuation of Sanitary Sewer District No. 546; Portion of Roush and Coble Subdivision.
