Stormwater Management Plan

OVERVIEW
The City of Grand Island is required by federal law to control stormwater pollution and manage runoff through a Stormwater Management Plan (SWMP) under the National Pollutant Discharge Elimination System (NPDES) MS4 permit. This plan identifies program areas, goals, and measurable actions that reduce pollution entering local waterways.
Our SWMP is reviewed and updated annually, along with its supporting documents, to ensure effectiveness and regulatory compliance. Reports on progress are publicly available.
Program Focus Areas (Minimum Control Measures)
The SWMP is organized around six regulatory program areas, also called Minimum Control Measures:
Public Education & Outreach – Inform residents and businesses about stormwater pollution and everyday actions that reduce runoff impacts.
Public Involvement & Participation – Encourage community participation in clean-ups, surveys, and volunteer programs.
Illicit Discharge Detection & Elimination (IDDE) – Identify, investigate, and eliminate unauthorized discharges into the storm sewer system.
Construction Site Controls – Require erosion and sediment controls during land disturbance and new development.
Post-Construction Stormwater Management – Ensure that new development and redevelopment include long-term stormwater quality and quantity controls.
Pollution Prevention & Good Housekeeping – Reduce stormwater pollution from municipal operations and maintenance activities.
