Stuhr Road at Highway 30 Northbound Turn Lanes; Project No. 2023-P-12
This project is for the improvement of Stuhr Road at the intersection of Highway 30. The Public Works Department is proposing to enhance the existing northbound lanes with dual left turn lanes along with traffic control, drainage and all other improvements needed to complete the project
On January 23, 2024, via Resolution No. 2024-10, City Council approved engineering consulting services for Stuhr Road at Highway 30 Northbound Turn Lanes; Project No. 2023-P-12, in the amount of $127,409.00 to Olsson, Inc. of Grand Island, Nebraska.
On May 27, 2025, via Resolution No. 2025-167, City Council approved Amendment No. 1, in the amount of $87,500.00, to the original agreement to include construction phase services, storm water inspections, and construction close out for such project.
On February 11, 2025, via Resolution No. 2025-43, City Council approved a cost share agreement with JBS aka Swift Beef Company for the amount of $217,939.00. This agreement will cover the cost of the project associated with additional improvements to extend a center left turn lane to their south parking lot driveway on the east side of Stuhr Road. The City will be responsible for the base cost of the project, which is $593,527.85.
On February 11, 2025, via Resolution No. 2025-44, City Council approved the bid award to The Diamond Engineering Company of Grand Island, NE in the amount of $811,466.85 for the construction of such project.
On August 19, 2025, via Resolution No. 2025-269, City Council approved Change Order No. 1, in the amount of $80,522.99 due to unforeseen maintenance items. Based on the traffic control required for the project, traffic was shifted to the west edge of the existing pavement which caused significant damage to such with the increased traffic load. With construction occurring in the area, as well as traffic control in place for the original project, the damage was fixed with the project. For similar reasons, a section of Highway 30 curb and gutter adjacent to the project was damaged over the years and was added into the project using bid unit pricing. The concrete pavement removal and replacement limits were also increased slightly at the intersection of Highway 30 and Stuhr Road intersection due to damaged panels. Additional work using bid unit pricing was added to the pavement marking portion of the project as well as removal of existing pavement markings to aid in the transition to the new roadway configuration. An additional aggregate driveway was built for JBS employee parking lot to aid in the phasing of the project construction.
